Amendment 35 was passed by voters in 2004 by a 2/3 majority to provide tobacco education, disease prevention, primary care and public program expansions to Coloradans. The Primary Care Fund currently provides approximately $31 million annually to safety net providers, such as the Colorado Coalition for the Homeless, to care for the uninsured.
